Pi5 has no hardware H264 decoder. x264 is fast enough on the ARM cores for most 4k streams.
I've not tried FPD-Link III, although we are looking into it.
Are your sources raw (Bayer) cameras or some RGB or YUV sources? If Bayer then you'll want to be going through libcamera to process the images sensibly.
One of the folks here is trying to put together https://github.com/jc-kynesim/drmu as a relatively simple example of combining various content through DRM. "hello_drmu --cube --ticker "Hello people! " jellyfish-120-mbps-4k-uhd-hevc-10bit.mkv" should decode jellyfish (substitute H265 file of your choice), run a ticker, and kmscube.
