I'm somewhat surprised that you don't mention whether you have a self powered USB hub between one or both SSDs and the PI. Without one I'd expect you to be encountering power problems using two SSDs.
If you are using a self powered hub and have both SSDs plugged into it, there is no bandwidth advantage with the Pi 5 over the 4B. Same applies if both drives are in the same multi-bay enclosure.
The bandwidth increase on the Pi5 is between the USB controller and the SoC. There is no additional bandwidth between USB host port and device(s). For best performance you need one drive on each of the Pi5's USB 3 ports.
