You will not be able to have a 1:1 clone when your screens resolution are not equal!
As said, wlr-randr is missing a '--scale-from' and in addition only offers a scale factor (not independent scale factors width and height). It also doesnt offer an '--panning' option which would allow some tricks here.
If you need that you will have to switch to X11! Xrandr has these options and will allow you to output the same content on both screens.
