I know there is a miniUART and PL011 one. I always forget the details, I do not use Bluetooth (disabled) and I make sure the I see early boot (patched bootcode.bin on Pi3) so for serial console it should be the PL011 I think. I remember from few years ago that there was also something with UARTs in relation to U-boot. It was the config.txt on Opensuse Tumbleweed 64-bit Pi3B(+). I think at least the symptoms you have are not un-expected, but it also depends on the version of U-boot and its compile time config. There are rpi3 rpi4 and arm64 variants. The arm64 should take the devicetree from PI FW, so less risk for trouble. But you run 32-bit, then no option.
I have never used initial_turbo. But if you boot from SD-card, you should get through U-boot within 60 seconds.

Maybe that specific Transcend SD-card is a problem, but I don't expect that. Will be hard to find someone with the same type I guess who can reproduce the issue and then proving that it is the SD-card brand/type.
