Whether that has the consequences and scope some have claimed - I have no idea, but it's not uncommon to see headline claims on EU regulations which don't include the nuances of the actual regulations, misinterpretations of how things actually are or will be.
I uploaded the document to Google Gemini, and asked if it addresses the matter at hand, and here is what it says about it:
Regulation (EU) 2023/1542: Portable Battery Replacement
Article 7(1) of the regulation states:

"Any natural or legal person that places on the market products incorporating portable batteries shall ensure that those batteries are readily removable and replaceable by the end-user at any time during the lifetime of the product."  

This provision directly addresses the requirement for easily replaceable batteries in devices like mobile phones. It mandates that manufacturers must design their products in a way that allows users to remove and replace the battery without specialized tools or technical knowledge.

However, the regulation also includes an exception:

"That obligation shall only apply to entire batteries and not to individual cells or other parts included in such batteries."

This means that if a battery is constructed in a way that makes individual cell replacement impractical or unsafe, the entire battery must still be replaceable by the end-user.
