You should read the Pico board's datasheet. There are plenty of material about powering the board in there. And browse the RP2040 datasheet too. You don't need to boost the 18650.

If you got a MT3608 board from Amazon... you mean like this kind:

Oh yeah, if those are bottom-dollar Shenzhen specials, don't believe the specs. I got some of those some years ago, and sure, they run at 5V Vin, but they DO NOT start to work at 2V Vin. Don't believe the specs.
